So no, it's not a good idea to mulch right up to the base of a trunk. Keep it a few inches away. I protect trunks, especially of young trees, with a cylinder of hardware cloth 6-12" in diameter and mulch up to that cylinder. Bushes are generally sending up new sprouts from ground level so loss of some wood down there, should it occur, isn't much of a problem. For mulching, weeds do sprout.
